REFUND STILL NOT PROCESSED

I filed my taxes on January 27 and my federal and state was accepted on February 11th. It's been 21 or more days and every time I use the where's my refund app it still says it's being processed. The only information I got recently was a letter from the Oklahoma tax commission saying that the sales tax credit was adjusted. What's going on? Why is it taking so long? Can someone help?
