Refund Delayed Because of New Unemployment Tax Relief?

It has been 45 days since I filed and was accepted. Status on website still shows processing. Does anyone know if the Unemployment Tax Relief just passed is delaying the refunds? In other words, has anyone already received their refund who collected unemployment and is eligible for this tax relief . I am hoping this is the only reason was my refund is so delayed. I have not received a letter or error message. And I can not get through to a live agent at IRS. Any feedback is much appreciated.
