Why is form1116 delayed?

The reply received did not answer the question. Who needs to approve the form? The IRS has already published it. Why isn't turbotax up to date? When will it be updated with the correct Form 1116?

The form needs to be approved by the IRS for inclusion in the software.

According to previous posts, the IRS approved the form in early January. It is now late February! The form is available on the IRS website if TT can not find it.
