Use Form 8915-A if you were adversely affected by a 2016 disaster and you received a distribution that qualifies for favorable tax treatment.
Use Form 8915-B if you were adversely affected by a 2017 disaster and you received a distribution that qualifies for favorable tax treatment.
These forms aren’t even listed or available on the forms list. So when will they be available?

I never received a disaster relief in 2017? Why can’t I e-file?
If TurboTax believes you received disaster relief in 2017, you may not be able to e-file because the form relevant to that relief (Form 8915-B, Qualified 2017 Disaster Retirement Plan Distributions & Repayments) isn’t available for e-filing in TurboTax. See Federal Individual Forms Availability.
That said, there is a fix available that has worked on similar issues, and may work for you here. Try the following steps if you’re using TurboTax Online to see if this clears things up:
Select Federal in the left pane. If you don’t see it, and you’re on a screen that displays the categories Personal Info, Income & Expenses, and others in the center of the screen, select the dropdown to the right of Income & Expenses, then select Review/Edit
Select Income & Expenses in the top banner
Scroll to the bottom of the section without making any changes, and select Wrap Up Income
Continue through the screens until you see a screen that asks if you’ve taken a disaster distribution. Select No, I didn’t, then select Continue
Run the Federal Review to see if the error persists
