I put the wrong account number. IRS says it was mailed out on 02/12. I was able to receive my state check via mail, but the federal tax return was NOT mailed.

if your tax forms were not mailed then they must have been e-filed. the irs sent your refund to the wrong account number, it was returned to the irs and they mailed it to you by mail.
