? ammend 2018

2 weeks ago I received a bill from the IRS for 2018 - PROPOSED CHANGES

I think I found my mistakes, they were how a n IRA payout and pension were entered.  I owed from 2016 and that final amount was taken from my refund, but I never received the rest that IRS said was paid (direct deposit) ON 7/1/2018

what do I do? pay the amount proposed or file an amended form?

If the IRS's proposed changes to your tax return are correct (i.e. you incorrectly reported your IRA and Pension distribution) you should accept the changes and pay the tax.  It will not be necessary to file an amended return.  If the IRS is incorrect (it wouldn't be the first time) then, respond to them in writing and include documentation that supports your claim.
