how can I find why the IRS said they sent my refund tomy bank and they don't have a routing # and I was suppose to get it by Turbo Tax prepaid card

The Turbo Prepaid card does have a routing number and account number, it has to in order to get the refund sent to it.

If you had your fees deducted from your refund, your refund would be sent to Santa Barbara Bank. If so you can check on your refund here, https://taxpayer.sbtpg.com/.
