My DC State tax return was accepted on 1/31/19. I should receive my tax return within 21 days and I have not received it. Can you please let me know what the issue is?

21 days is a Federal goal (but not a guaranty). Each state (including DC) has its own timetable, and does not advise TT of individual return statuses.

Only you can call DC and ask about your refund.
