So your bank has received your tax refund by direct deposit and is holding it?   Folks in this public user forum will not be privy to what all your bank is doing or how long your bank's procedures take.  Moreover, things can vary at different banks.   If you spoke to your bank and that's what they suggested you do, then you'll have to speak to them again and ask them how long it takes for them to complete the procedure now that you have requested the new debit card.
