Married joint filer. Still no movement on transcript for unemployment tax refund. Should I amend and refile or wait. Which would be quicker?

The quickest thing is to wait.   The IRS will be sending refunds through September.  Amending takes about 6 months to process and will not help.   You cannot "refile" no such thing.
