It's asking me 'Which tax return did Ashley have from last year'? but it's not giving me an option to select 1099-R. Only 1040, 1040EZ, etc.

A 1099-R is a form that retirement income or retirement savings is reported on. 

A 1099-R is not a tax return.

A 1099-R can be reported on both a 1040 and a 1040A.  It cannot be reported n a 1040EZ.

You need to see what form was used to file her taxes. It is the first page of the return that lists her name, address, and social security number. It calculates income and tax and shows if she gets a refund or must pay more tax.
