what are you trying to do? if you are a resident of state X you'll be taxed on all interest earned from a bank in state Y.

for a 1099-int all that has to be entered is the payee name and amounts no location information is needed. No EIN is needed. 

Are you sure the location is the reason for the rejection? please post the entire rejection message so that we may help.
