IRS re-opening?

Does anyone have any idea when the IRS will re-open and start answering the phones and processing paper returns? I mailed my paper return over 2 months ago. IRS website says I haven't filed. For peace of mind, I would like to know if it was received. Oh, and a refund would be nice!
