If I paid excise taxes for cars in 2017 for both 2017 and 2018, are both payments deductible on 2017 taxes?

I live in Indiana where excise taxes are deductible.

Yes, you can deduct both payments on the 2017 federal return.  As an Indiana resident, you can deduct the excise tax paid on your license plates when you register a vehicle. Indiana's excise tax is also known as the "County tax." You can itemize the deduction on Schedule A of your federal tax return. 

The State of Indiana does not allow the deduction on the state return, so it will be added back to your income and TurboTax program will most likely account for that.
