I received a notice DTF-973.56-O from NYS Tax Department stating that they need my W-2 form before they can send the 2017 tax refund. Should I reply in person ?

No, you only need to send a copy of your W-2 as they have requested in the notice.

As the notice states, if you have an online account with the New York Tax Department, you can respond online. Otherwise, they need you to send a copy of your W-2 or other documents requested, if any, to the address or fax listed at the bottom of the form.
