I received a 1099g for the amount of my state taxes for 2015 not the refund I received.

Your state issues the 1099-G, not the federal government.  You will need to contact your state income tax folks to get this corrected.  It'll probably be a hassle.  I suggest you first call then follow up in writing with documentation of what you were told over the phone and a copy of the 2015 state tax return to prove their mistake.
