If you've already submitted your return, you can file an amended return to add the 1099-G. Below are directions on how to submit an amended return, and how to add the 1099-G.
To File an Amended Return:
1. Wait for your return to be accepted or rejected by the IRS
2. Log into your account, and at your tax timeline select your "2016 Tax Year"
3. Select to "Amend (Change) 2016 return" and follow the directions

To Enter a 1099-G as Unemployment:
1. Select "Federal Taxes" at the top of the page
2. Select the "Wages & Income" sub-tab
3. Scroll down to "Unemployment" and select "Show More"
4. Select "Start" next to "Unemployment and paid family leave"
5. Proceed to enter your 1099-G information
To enter your form 1099-G for state refund:
1. Select "Federal Taxes" at the top of the page
2. Select the "Wages & Income" sub-tab
3. Navigate to "1099-MISC and Other Common Income" and select "Start/Update" to the right of "Refunds Received For State/Local Tax Returns"
4. Answer "Yes" to "Did You Get a State or Local Tax Refund Last Year?"
5. Fill in the info and select 2014 as the year you received your 1099-G, then continue through the interview process
