I amended a return to change the mailing address. I am power of attorney for a jail inmate. I did not mark yes for a third party for this return. The amend shows $0.

I am the power of attorney for person's taxes. He can't sign since he is a inmate in county jail.

You should not amend a return. You should file form 8822 and submit it to the IRS separately. Here is a link to the form on the IRS website.
