I am amending a 2017 return due to an excess contribution to an IRA. I owe the IRS $3 and the state of California $1. Do I have to print the 56 pgs or can I forget it?

Yes, unfortunately since you have an amended return you need to print the completed return and mail it in along with your payment. When you print the amended returns, instructions will print with them and will help you get everything today to mail the returns in.
