Have you already e-filed your return? If so, then you will not be able to change your bank details. You will have to wait to see if your tax return is accepted or rejected by the IRS.
If the return is rejected, then you can update your information and resubmit your return. Should the tax return be accepted and the IRS (and State, if any) cannot deposit your refund to your account, then a paper check will be mailed to you.
You can refer to this TurboTax FAQ for complete information:
I have not filed taxes for 2019. Can I change my bank info without filing?
If you don't file, I do not believe there would be a way to change it. You would need to contact the IRS directly. The stimulus bill has not been passed yet by the government. Unfortunately until it has been completed and finalized, we have no way of knowing yet for sure. Usually these are sent out via paper check but there is talk that if you used your bank account for direct deposit for your taxes, it may go directly into that account.
Please continue to check back as we receive more information on this.
