Help with amended return to fix HSA over contribution error

Filed amended return because original return accidentally shows I over contributed to my HSA which I didn’t. It looks like the $231 penalty came out of my refund so the amended return shows I should get a refund of $231. IRS is saying I won’t get the refund.
