Had a tax return of $7500. Today realized that I hadn't filed a 1099-misc for $3600. Amended but $7500 return turned to owing $1530. Can anyone provide insight?

Your refund is for your original tax return. Amended returns only will have the additional tax (or refund) for what you are changing.

You should never amend until you receive the refund from the original return.

Right. When you amend, the system assumes you've already received the original $7500 refund.
