Form 8862 multiple rejections after attaching file correctly.

As I looked through this topic been discussed  in other post, I noticed a trend.  There seems to be frustrating banter between the Experts who chime in and people seeking advice.  The breakdown, I believe , comes from the mix of situations being addressed as one problem.  There are those seeking advice on their rejected return who are trying to up load the form for resubmission and those like myself who have already  uploaded the form correctly who after multiple reattempts,  are still being rejected.  I wanted this particular thread to focus on these individuals.

Has anyone figured out how to fix the problem of continuing rejections due to this form not being attached, even though it’s has for been entered and attached properly?  This problem seems  to have begun a few years ago..  (Again,  no need to post step by step directions of how to attach the form, we are past that point).  Thanks in advance.
