Filing for the stimulus payment for inmate and had to amend the form now it's stating I owe the entire stimulus payment to the state

The only thing changed on the amended form was adding the din number to the last name. And now it's stating that I owe that full amount that was supposed to be refunded to the New York State

It is possible that the individual has offsets, in other words owes restitution and the refund is taken by New York for that purpose.
