Filed&Accepted in January, Tax refund still processing, whats the deal..

I filed on Turbo Jan 27, accepted the 28th. I filed with EITC and CHILD. Still no federal refund. Received stimulus and state already. It's been over 3 months. Cant contact IRS, and NO wheres my refund updates this whole time. Is this even legal?
