My employer didn't withhold FICA (Social Security and Medicare) taxes for years 2021 and 2022. I only had one employer and one state residency (no state taxes in WA) those years. I paid the taxes and employer issued W2C for those years. The information also includes that I need to file 1040X with Copy B of W2C.
Questions:
- Do I need really need to amend the taxes for 2021 and 2022 years if TurboTax shows $0 in Federal Refund field in the Desktop software?
- Is there a penalty that I didn't pay FICA taxes in 2021 and 2022?
- What should be my next steps?

The corrected form won't affect your tax unless you had overpaid your social security tax, which wasn't the case here. Your earnings are reported to the Social Security Administration through the W-2 form sent in by your employer, so that shouldn't be an issue. Consequently, I don't see a reason to amend your personal income tax return.
You should not be penalized for not paying in your social security tax on time, as it was your employer's responsibility to do that.
