Received a Notice CP23 where the irs is saying I owe $166 because of a discrepancy for estimated tax payments line 26 on my 2023 tax return. I’m due a refund of $6100 would this impact my refund any kind of way? I have no holds are anything saying I’m not due my refund. I do expect them to deduct the $169 from my refund

Normally, the IRS refunds the money within 21 days of acceptance. Having a discrepancy would delay the processing. But once it is done (and you getting CP23 means that it's done), you should be getting your refund soon. You can keep checking the status of the refund here.
