Can I say I didn’t file taxes last year? I don’t have last years returns and it isn’t letting me file without them.

If you are referring to an AGI issue that is preventing you from filing your return, this is an IRS requirement - not a TurboTax one. So, even if you said you didn't file taxes last year, the IRS would still have your records and would reject your e-file because they know you did file taxes.
You can try to use the information in this article below to access your AGI information - there is a link that will take you to the IRS website and you can try to order a transcript to find your AGI. The other option if you just can't get it is to paper file your return. The AGI number is only required for e-filing, but you can still print your return and mail it.
