Can I print my TAX return prior to filing

we are not US citizens and I have to go to the IRS prior to filing with a printed copy of my TAX return but prior to filing to apply for an ITIN number for my daughter

If you are a "US person" for income taxes, you can use Turbotax.  A US person is a citizen, a green card holder, or a resident alien (living in the US and passes the substantial presence test).  However, if you are a non-resident alien with US-connected income, you need to file a 1040-NR, which is not supported by Turbotax, you need to find another software provider.

If you are a US person for taxes and you use Turbotax, then yes, you can print without filing.  If using Turbotax install on your own computer from a CD or download, you can print at any time.  If you are using Turbotax Online, you have to pay the filing fee by credit card, then you can print before filing.   You don't have to e-file.
