Yes, you can itemize on your CA tax return if you claimed the Standard Deduction on your federal tax return. TurboTax will automatically use the larger itemized deductions when your CA itemized deductions exceed the CA Standard Deduction. Make sure that you enter all the itemized deductions in the federal portion of TurboTax including deductions that aren't deductible on your federal tax return. The itemized deductions will flow to your CA return.
