Can I file amended form for 2017 and I didnt file for that year

If you never filed a 2017 return then you do not file a 2017 amended return.  An amended return is only if your filed an original return. You would need to file an original 2017 return and mail it in.  You can download the 2017 TurboTax software at the following website.
