Can I amend my tax return and claim myself as a 17 year old student and receive $500 stimulus because my mother is a SSI Non-Filer and can't claim me?

Someone who meets the requirements to be claimed by someone else can't claim themselves even if the person who could have claimed them doesn't claim them. Someone who can be claimed by someone else does not qualify for the stimulus payment.
