Can I amend an incorrect 1040x in process at the IRS?

My 1040x was created to add cost of distribution to my government pension fund (403b). The 1099R sent to the IRS does not show any cost of distribution.

Don't file another amendment until the previous one is fully processed. Did you already file an amendment, and did you receive any correspondence from the IRS regarding the change? You have 3 years to amend a tax return. Do I need to amend?
