If I had to amend my return and it is now showing a reduced balance is that called an offset? I do not owe anyone

Your case would not be considered a refund offset. Since a refund offset is when the IRS intercepts your refund and adjusts the amount, it would not apply to you. Since you haven't filed your amended return, the offset would not be causing your refund amount to be lowered. See our FAQ regarding Things that effect the refund meter.
I did send in my amendment though because I was told to send it in @Anonymous
@Jerrad No, as Katina stated above, that is not considered a refund offset, if you have done an amendment and the amount is now lower. A refund offset is when an IRS refund is reduced or intercepted to pay off delinquent debt, such as past-due child support, outstanding student loans, or unpaid state income tax.

Now if you are referring to the IRS already receiving the Amended return and it has reduced from what you showed on the amendment, then yes it would be a refund offset.
