2019/2020 IRA CONTRIBUTION/DISTRIBUTION

I contributed $7000 to an IRA in 2019- I did not report the contribution on my 2019 tax return.

In 2020, I cashed out the IRA. Do I still owe a early withdrawal penalty? Should this be taxable since I didnt take a credit for the contribution in 2019???
