Live in NJ worked in PA and DC in 2018

We live in NJ. my husband worked in PA and DC in 2018. W-2's say he paid NJ taxes and Philadelphia city tax. do i need to file state tax returns in those states or just in NJ?

Live in NJ worked in PA and DC in 2018

Because your husband's employer withheld New Jersey taxes (under the PA-NJ reciprocal agreement) you only have to file a New Jersey state tax return if your only PA income was from the wages.  Because he was an employee of a company located in Pennsylvania, the Philadelphia Wage Tax was automatically withheld from his paycheck and paid by the employer to the City of Philadelphia so you do not file for Philadelphia city.
