Hey.. I'm a foreign national I just got my tax refund a week ago. I just find out that the school sent me a 1098 T and today I just amend my tax return via turbo app and I have been asked to send it by post. however, should I send the 1040X signed with a copy of 1098-T to IRS?

You don't need to send the 1098-T, but it doesn't hurt. You will need to send the signed 1040X and any schedules that changed by that Form 1098-T. You most likely have a Form 8863 for education credits to include with your 1040X.
Yes, that's correct. Every once in awhile, with education credits, the IRS will later ask for the 1098-T along with proof of expenses. So, it's your choice if you want to include it or not. But, it's not required to send it with the 1040X and 8863.
