Kentucky Local Taxes

I am filing taxes on behalf of my son and Daughter-in-law who had withholding in Jefferson County and city of Louisville,  TurboTax calculated the state income taxes but did not provide guidance nor tax return information for the local taxes.  Are you required to file income tax returns for the two local taxing units or just let them keep the withholdings without a return?
