I use https://quickemployerforms.intuit.com/businessHome to produce 1099 forms a employe has asked me for a older one 2013, 2015, and 2016 he said he lost them and is being audited and would like a copy I do not see a way to print older ones just 2016"

That's correct, Quick Employer Forms only stores the forms from the prior year. Your associate can order a wage and income transcript from the IRS since they can provide transcripts for up to 10 prior years.
