hice el formulario 1040 2019, pero no envie el formulario 540 de California 2019 y me lo esta requiriendo Franchise Tax Board

If I live in one state but work in another. Is it normal to receive a refund in my resident state and still owe taxes to my work state?

The TT question is not clear as to whether it is asking in context of Full Year, in which case I'd say my PA residency 203, 203 -- or -- in context of my NY residency, in which case I'd say 0,0.
