Do do I say yes or No for this question if I dont know if I paid too much in 2019?

Also my HSA was established about 5 years ago and hasnt changed (same job,plan,ect..)

FYI I didnt report any medical expenses in 2016, so my line 1 in 2016 is 0

Ok i can do that, but doesn't the IRS now think that I incurred that expense in 2017 not 2016? Would it be better to just not include that expense at all? Also ...
