File a claim with your bank or credit card. They will credit you $19.99 due to services not being rendered.

I contacted my bank and filed a claim to have my $19.99 charge reversed. Since service was not rendered, my bank provided a temporary credit while they investig...

Same with me. Never again will I purchase Turbo Tax. Credit Karma is free and doesn't have this issue.
