Would it be possible to talk to someone about the 1099 misc.?

I had to file a 1099Misc. on behalf of someone but don't know where to file the section Copy A of the 1099.

Copy A of the 1099-MISC must be mailed with Form 1096.  Form 1096 has the information on the address that the forms must be sent depending on the state that you are located.  

In 2024 the rules for filing information returns changed, you now need to electronically file forms if you are filing 10 or more forms.  Go to IRS.gov/InfoReturn for e-file options.
