TurboTax Online/Mobile: Go to the 1099-R screen under Wages & Income

TurboTax Desktop:

1. Go to Federal Taxes
2. Go to Wages & Income
3. If asked, How do you want to enter your income?, select I'll choose what I work on.
4. Under Retirement Plans and Social Security, select Start or Update next to 1099-R, IRAs, 401(k), early withdrawals.

How you account for the exclusion depends on whether box 2b (taxable amount not determined) is checked.
