Form 1099-Misc would not report investment losses, it is primarily used to report rental and "other" income. You may be referring to a Form 1099-B. If so, you would enter that in the Investment Income section of TurboTax, Then Stocks, cryptocurrency, Bonds, Mutual Funds, Other. You will enter the sales proceeds and cost of the investments you sold and the difference will be a capital gain or loss.
