Where can I find to enter mileage on the 1099-NEC?

After you enter your business information and income, you will go through the expenses section.

I'm not seeing expenses section.

Let's make sure you got to the business. You need to start/visit /edit the business section.

Once you get into the business section, you will fill in the business profile.
