When will the 1099 Nec section be available?

It depends on what you mean. There is no 1099 NEC section. A 1099 NEC is sent to you to report income and it depends on the issuer of the 1099 NEC. The deadline for the businesses to issue these to the contractors is Feb 2. If you are referring to Schedule C, that section is available now.
