I use a paid service called Thumbtack to get me leads that I paid for then I have to go and meet a customer give them my bid and do the job and then the customer pays me but ultimately I pay Thumbtack for the lead first off do Count that as advertising or should I give Thumbtack a 1099-misc?

No, you don’t give a corporation a 1099. Deduct as Advertising.
