I hadn't received a 1099-MISC before filing my taxes. The 1099 was for $1800. Why am I paying back my fed. refund ($221) plus an additional $327 federal and $109 state?

State is WI. My biggest concern is for federal and having to pay the refund back and $327 (total $548) on $1800. My overall tax bracket is 22%.

I suspect the way you entered the Form 1099-MISC it is being reported as self-employment income. As such, it is subject to an additional 15% or so self-employment tax in addition to your 22% income tax on the federal side. To have the income reported as "other" income as opposed to self-employment income, you have to indicate that the income was not for work related to your current job, is not recurring year to year and you didn't have an intent to earn a profit. You will see those questions after your enter the Form 1099-MISC.  Otherwise, TurboTax is going to consider it self-employment income resulting in tax upwards of 30% on your federal tax return.
