business partnership final K-1 is not showing 0%

I have a deceased member on the Partnership LLC. When creating the K-1 Turbotax is not using a zero percentage for end of year. The Pennsylvania State K-1 shows the 0% but the Federal K-1 does not. Is this a software bug?

I am assuming the surviving partner's federal K-1's have been adjusted accordingly.  If their percentage equals 100% on the Federal K-1's,  then there is not an issue.
